What is the Furniture QCO 2025?

The Furniture QCO 2025 (the Furniture Quality Control Order) is a regulation issued by the Government of India that brings specified furniture products under mandatory Bureau of Indian Standards (BIS) certification. Once a product is notified under a Quality Control Order, it cannot be manufactured, imported, stored for sale or sold unless it conforms to the relevant Indian Standard and carries the ISI Mark. The order was later updated by the Furniture QCO Amendment Order, 2026.

Which furniture is covered?

Six furniture categories are notified, each with its own Indian Standard:

IS 17631:2022 — Work Chairs (Office Chairs)
IS 17632:2022 — General Purpose Chairs & Stools
IS 17633:2022 — Tables & Desks
IS 17634:2022 — Storage Units
IS 17635:2022 — Beds
IS 17636:2022 — Bunk Beds

Who must comply?

The Furniture QCO 2025 applies to all manufacturers, importers and sellers of the notified furniture in India — whether the goods are made domestically or imported. Are there any exemptions?

Two exemptions apply:

MSME permanent exemption: Micro and small enterprises registered on the Udyam Portal with audited turnover up to ₹2 crore and plant & machinery investment up to ₹25 lakh are permanently exempt, subject to certification by a Chartered Accountant.
Export-oriented manufacturing: Units whose finished goods are exported only outside India (under the Advance Authorization Scheme) may import furniture and components without BIS marking. No domestic sale is permitted and export records must be maintained.
